I actually use clay litter as they tend not to try and eat it. It is non toxic anyway so even if they did it wouldn’t hurt them. I found the paper ones get eaten rather than used and clumping ones are too hard for little rabbits to manage as they push the clumps out of the tray. Always use ones that have the words Non toxic or Natural fibers on it as they do nibble on it.

The clumping cat litter is quiet safe. I use shop-rite unscented cat litter for my rabbit. He loves it. He poops and pees there all the time. But you need to clean the litter box out at least once a day depending on the size of the litter box and the rabbit.
Scoop Away is okay too.

There is this kind you can get at Petsmart, it’s made from soy. It clumps, but doesn’t have the harmful crap in it they might eat.
